There is presented the 2nd part of the article that points on the financial arrangements for wind station development, the principle investors and equipment producers. The work presents an analysis of 100-year development of the Russian scientific school, implementations of their concepts, the principle designs of wind turbine.

The world wind industry in 2019 with a capacity of 650.7 GWВ was in the second place among renewables.  The total capacity of Russian wind plants at the same year was 630.5 MW. The article point on the financial arrangements for wind station development, the principle investors and equipment producers.

Installations that convert kinetic wind energy into electricity, including floating wind turbines, are large due to the low air density. The authors propose a sailing power plant that converts energy of the wind flow into energy of the water flow, which is used to generate electricity.

The article presents an interview of the journal “Environmantal Earth and Energy Study” deputy editor-in-chief K. Degtyarev with the senior researcher of Laboratory for Geo-ecology ot the Northern Territories at Geographical Faculty of Lomonosov Moscow State University, PhD Valery Fedorov.

From the legal point of view, the article examines the problems of the functioning of the system of competitive selection by the state of enterprises participating in the renewable energy market for the purpose of their subsequent inclusion in the scheme of renewable energy generating facilities and their right to receive state support.
